Capstone handbook link: HC and LO requirements of the final

I have added the required LOs and HCs. Though, only 4 of the 5 included HCs are required (you get to choose).

*REQUIREMENTS (as of May 2020):*

LOs: 5-12 LOs (after 7 "universal" LOs, at least two in each major, you can make custom LOs)

• [ ] at least 5 LOs used (total: 12)

HCs: 15-30 HCs (Including foregrounded HCs)

• [ ] at least 15 HCs used (total:15)
